1:30pm: 9H The long promised Joint BOS/PC over the future development of Napa County

This agenda item was added at the last minute in the midst of public-participation Covid constrictions. The input of residents impacted by continuing urbanization will no doubt be muted. The last joint meeting drew hundreds of citizens to the process, and a lengthly, though ultimately unfruitful, airing of concern over the pace of development in the county.

How tourism and the wine industry will rebound from the Covid crisis is still unknown, but the people packing bars in Wisconsin and the pro-tourism legislation in Napa passed after the 2008 downturn indicate that tourism impacts will probably be a bigger issue after the virus than before. The direction toward more urban development projects -- hotels and winery tourism venues, housing, road and warehouse construction, deforestation for vineyard estates -- has solidified in the last years, and the battle to limit that development seems, unfortunately, to be more and more a lost cause.

A modest difference over documented permitted visitation (260/yr) in 1981 and assumed allowed current visitation (1600/yr) has turned into a major bureaucratic (and cost) headache for a long-time, authentic wine maker as the County digs in its heels on enforcement and process. In the meantime tens of thousands of new visitor slots are being granted each month to tourism entrepreneurs who have the disposable wealth needed to secure a winery use permit approval.

10A Wine tourism entrapreneur wish list

A newly formed gaggle of winery impresarios, Coalition Napa Valley, is seemingly promoting a rollback wishlist of almost all winery visitation regulations in place since 1990. Those regulations have been at the heated heart of Board and Planning Commission meetings ever since, representing millions of hours in participant time and billions of dollars in lawyers, reports and studies. And here is a request to just do away with it all, at the mere cost of 895 hours (i.e. the next year) of staff time and, of course, the preservationist soul of the county. None of the other wine industry stakeholders, normally out front in promoting winery tourism, seem yet to be on board.

Thus far they have consistantly chosen the tourism industry over residents. With Sup.
