Napa City Council on Napa Pipe


The good, the bad and the ugly standoff between the City, the developer and the County comes to another moment of crisis as the City Council decides whether or not to give the developer a "will serve" letter to supply water to the Napa Pipe Project. They want the developer to guarantee that he will pay for lost revenues should Costco not be built in the first phase of the project, which he is so far unwilling to do. Costco won't commit until it knows it has water. The County is furious that its housing agreement with the state may fall through on June 30th if water sourcing is not finalized

It looks like code enforcement will still occupy this session. Again staff has attempted to meld the various proposals previously submitted into a unified Proposal Z.

With less than 3 meetings left the clock is running out for a significant discussion of all of the issues raised by Proposal X. Since it was approved unanimously perhaps it will just be sent on to the planning commission as is. That would be nice.

And then there is the matter of the definition of agriculture to be discussed. As former planning director Hickey said in 2008: "You don't have to take elimination of the Ag Preserve head-on. You can just undermine it by changeing the definition of what a winery is." At this point changing a definition may be able to save it as well.

Staff has produced a list of mitigations that were proposed in preparation for the 1990 WDO which is quite bracing. They should be adopted by APAC immediately and sent on as strong recommendations to the planning commission and BOS.
The complete FEIR done for the 1990 DWDO is here which seems to incorporate these mitigations.

Considering placing an initiative on the Nov 2016 ballot? The deadline for submitting an initiative to the county registrar of voters is Oct 2nd 2015. The county reviews and titles the initiative by Nov 2nd, 2015. You then have 180 days to collect 5000 signatures.
