The conflict between quality of life for residents and the promotion of an economy based on tourism is again on the docket for the Board. Thus far they have consistantly chosen the tourism industry over residents. With Sup. Pedroza now as chair (see his lone support of event center impresarios here) it will be surprise if the approval of more tourism development isn't continued.

2A New House Viewshed Application

Beginning in June of last year the County has begun documenting Zoning Administrator meetings in the same way they do planning commission meetings. It allows for a less formal (and presumably less costly) review of more minor projects that come before the planning department.

There has been a viewshed application in each of the meetings documented thus far, five of them for new houses and one for an expanded winery. (The winery modification also added a new processing building, tasting room building and 4400 vis/yr making one wonder what the criterion is for a minor modification.)

Six meetings and six new building complexes will grace to Napa's hillsides visible from its main roadways. One wonders what the purpose of the viewshed ordinance is.

Mountain Peak Remand Hearing
The BOS has been required by the Napa County Superior Court to reevaluate their approval of the remote winery project in light of the evidence of the 2017 Atlas fire which closed access in and out of Soda Canyon Road and required residents in the area surrounding the proposed winery site to be evacuated by helicopter. Their approval of the project was contingent on the finding that "In the event of a fire that results in mass evacuations from this area, the road has sufficient capacity and roadway width to accommodate all outgoing traffic while allowing incoming fire response units." The fire proved them wrong.
[Approval of the project was upheld 3-2, Pedroza, Gregory and Wagenknecht voting for, Dillon and Ramos to deny]
