Syar Remand Court Hearing


Arguments on potential remand of Syar approval back to County for reconsideration.
The judge in the residents' suit against the County's approval of the expansion of the Syar gravel quarry has issued a tentative ruling to vacate the County's approval of the project EIR and to remand the project back to the County for reconsideration of 2 issues. Approval of Carneros Resort Development Agreement
extending the Napa City water system to the Carneros Resort located in the county. Supervisors are asked to adopt categorical exemptions to CEQA review requirements, and accept on staff's recommendation that a process that extends city urban infrastructure to county properties (a "type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act (“CEQA”).

Does the water service exentsion to county properties really have no environmental impacts - like being a precedent for more development projects in groundwater deficient areas that can't be built without tapping into Napa's water system?

10A Direction on an Ordinance Regarding Commercial Cannabis

The ordinance is necessary. The question, as with wine, is whether cannabis should be sanctioned as an agricultural product or a tourism attraction. The county has never acknowledged that the environmental impacts of tourism are incredibly different than the impacts of agriculture, and have pretended that the traffic, infrastructure and housing problems now at hand have nothing to do with the county's promotion of wineries as tourism destinations.
